David Winters

David Winters, co-discussant for the Global Fund study, is currently manager of country coordinating mechanisms (CCM’s) at the Global Fund for AIDS, TB, and Malaria. He monitors the ability of 133 CCM’s worldwide to apply good governance processes to oversee the implementation of national AIDS, TB, and Malaria grants. He ensures that the GF’s institutional principles of transparency, multi-stakeholder participation, and social inclusion are translated and implemented at country level. He also documents lessons learned and communicates these best practices to the GF’s board as well as publicly. David comes to the GF from the Ford Foundation (New York City), where he was a human rights program officer working on sexuality and reproductive health. He was responsible for the Foundation’s HIV/AIDS grant making as well as lesbian and gay rights. For six years, David co-chaired Funder’s Concerned About AIDS international committee. He chaired the Ford Foundation’s Intellectual Property Rights learning group and co-chaired its Sexuality and Reproductive Health Affinity group. He was also a member of the Foundation’s Foreign Policy Task Force and its Globalization Fund committee. Immediately prior to joining the Ford Foundation, David spent 5 years managing youth-focused sexuality education programs in Zambia, South Africa, and the Philippines with the Margaret Sanger Center International. David has worked in the area of HIV/AIDS and reproductive health since 1986 and has consulted widely with a number of international organizations including multilateral and bilateral institutions.
