Tatsuro Kunugi

Tatsuro Kunugi, chair of the opening discussion, is professor at International Christian University and Visiting Professor at the United Nations University Institute of Advanced Studies, both in Tokyo. From 1984 to 1990 he was UN Assistant Secretary-General, inter alia serving as Special Representative of the Secretary-General for Humanitarian Assistance to Cambodia and Deputy Executive Director of the UN Population Fund. Prior to that he was Minister, Permanent Mission of Japan in Geneva (1976-83) and Senior Legal Adviser, UN Peace-keeping Missions in the Middle East (1971-76). He has a PhD from Columbia University and a diploma from The Hague Academy of International Law. His publications in English include: Towards a More Effective UN (1996); Codes of Conduct for Partnership in Governance (1999); Globalization and Synergistic Responses: Multilateral Institutions in Transition (2003); and Redressing Security Deficits in Our Divided World (2005). He has also been Advisory Council Member, Henry Dunant Centre for Humanitarian Dialogue (HD); Board Member, UN Association of Japan (UNAJ); Board Member, Japan Association of UN Studies (JAUNS); and Representative of International Cooperation Research Association (ICRA).
